This multi-family development will help supply the high housing demand throughout the valley and complement the existing residential area.
Apartment Architecture Building & Amenities- Mixed Use development at Gass Ave and 7th St.
Proposed development within The Founders District of Downtown Las Vegas and is currently zoned as Limited Commercial (C-1), within the Downtown Las Vegas Overlay District (DTLVO) Area 2. 6-story mixed-use building consisting of 1,854 sf of Commercial Retail Space on the ground level and a total of 56 Multi-Family Residential Units (34 Studio units, 13 One-Bedroom units and 9 Two-Bedrooms) on the Upper Levels. We would like to request a conditional use permit to allow for a mixed-use development, which is permitted in C-1 zoning. Commercial uses are located at ground level. Retail spaces are on ground level and face 7th street and Gass Avenue, with direct access to and from the public sidewalk. There is no residential use on the ground floor. Additional amenities such as common space areas are located on the second level and will be exclusively for the residents. There is no surface parking lot. The building’s parking is within the ground level of the building and will be distributed between two parking levels – basement and street level.
With the project being in the DTLV-O Area 2, a minimum of 34 spaces & a maximum of 60 spaces are required per section 19.09.100 (multi-family residential, office and retail use) Downtown Parking load Map zone 3. A total of 42 on-site parking spaces are being provided, including (1) ADA car space and (1) ADA van space, which meets the minimum number of parking spaces required. We feel that the public transportation and adjacent street parking within the surrounding area allows additional parking and ease of access to the site. A Bicycle Storage Area is also provided for the building’s patrons and residents.
The project is being built to take full advantage of the lot size. There are existing trees along Gass Ave. New shrubs and 24” box trees are being proposed along 7th Street frontage. The facades facing the main cross streets use a combination of stucco, CMU and storefronts for the commercial spaces. The walls of the upper floors, at north and south side will feature a combination of concrete masonry unit (CMU) construction and artwork in the form of murals created by a local artist, designed to enhance visual interest for pedestrians and passing street traffic. Aluminum canopies and signages will be used above all storefronts to emphasize entrances.
We feel that this proposed development meets all the standards required by the founder district developments, this will add a new dimension to the neighborhood, while improving affordability, amenity, and overall quality of life for residents. Moderate residential density, with ground floor amenities especially at key intersections, could create an attractive live/work/shop atmosphere. Pedestrian activity will be promoted through engagement by ground-floor retail stores, live/work units oriented towards the street.
Requested Waiver of Development Standards:
- Allow 91% lot coverage where 50% coverage is the maximum allowed.
- Reduced landscape buffer adjacent to the right-of-way.
- Reduced setbacks:
- Allow a front setback of 0 feet where 10 feet are required.
- Allow a side yard setback of 0 feet where 10 feet are required.
- Allow a corner side yard setback of 0 feet where 10 feet are required.
- Allow a rear yard setback of 0 feet where 10 feet are required.
- The site has been designed in accordance with current codes to support responsible urban growth. The design aligns with nearby developments that also lack such setbacks, helping to foster a vibrant live/work/shop environment. This waiver will enable the project to positively contribute to the area’s visual and economic vitality.
